Senior Manager, IT Program Management

This leading nationwide SaaS industry leader has an immediate 90 day contract-to-hire opportunity in Dallas, TX for a Senior Manager, IT Program Management.  Will be working remotely until January 2021 due to COVID-19 and then it will require working in the office 4 days/week.  Will be responsible for leading the IT program management team, reducing risks of project failure, and improving efficiencies by providing a consistent and repeatable model for program and project teams to use through the program delivery process.  Will be responsible for planning, coordinating, and supervising all activities within the IT program portfolio. This includes, but is not limited to, designing, developing and implementing program delivery processes, IT work intake and technical roadmaps, methodologies, and governance policies in accordance with broader Agile Program Management Office. Will be supporting the maintenance and upgrading of the IT portfolio to the APM toolset, application/infrastructure systems and services. Will be managing the IT IT Program Managers, IT Project Managers, and Technical Analysts, establishing goals and objectives, managing performance and deliverables and developing and mentoring staff. Will be managing performance and deliverables from a global workforce of associates and vendors that may be operating from various time-zones.

Job Responsibilities:
•    Managing the daily activities needed to support the planning, creation, updating, and closing of programs across IT.
•    Partnering with the Agile Program Management Office, Project Managers and Project Owners and members of delivery teams to determine applicability of proposed changes to the program delivery processes, methodologies, and governance policies.
•    Developing and delivering streamlined standard Agile processes and tools that are scalable and repeatable for the management of programs.
•    Ensuring processes, policies and tools are in place for resources to record hours worked.
•    Overseeing the creation of program-related dashboards and reports as needed by leadership and program teams.
•    Ensuring program artifacts are complete, current, and stored /retained appropriately.
•    Supporting planning with IT Finance, Program Managers and Program Owners in the annual planning and budgeting cycle.
•    Providing project execution servant-leadership support to ensure adherence to existing agile processes and policies.
•    Reviewing and evaluating programs, program/project managers and technical analysts and projects and providing guidance for corrective actions and improvements.
•    Overseeing determination of scope and business requirements for changes in the IT portfolio area.
•    Managing the execution and delivery of IT programs and projects, including problem definition, and recommendation of changes to systems, infrastructure or processes.
•    Managing delivery with a sense of urgency while holding teams accountable for delivering work against plan and priority.
•    Holding teams accountable for work against estimates- both time and duration.
•    Where applicable, ensuring that Service Level Agreements are created and met.
•    Maintaining relationship and integration of activities through regular communications with IT Management.
•    Identifying and coordinating activities requiring resources across the Information Technology Department.
•    Developing project plans including resource and budget requirements; providing input into budgeting process regarding area expenses such as travel, training, etc.
•    Accountable for all aspects of managing the team including; setting goals and objectives, managing performance, developing associates, staffing, promotions and salary administration, managing performance utilizing organization’s performance management system, practices and tools; applying them to developing and improving individual, team, and organizational performance.
•    Maintaining an environment where all understand, and are committed to, providing excellent service to internal and external customers.
•    Contributing to the ongoing evolution of process/methodologies that pertain to the software development lifecycle, people management, business process or information services
•    Performing other duties as assigned.

Requirements:

Education/Certification:
•    PMP Certification required
•    CSM, CSPO or other Agile certifications preferred 
•    Bachelor’s degree in management information systems, computer science, or related discipline is preferred

Experience:
•    8-10 years of IT Program Management experience required.
•    3-5 years of experience leading a team(s) made up of associate and contract resources in multiple locations, including offshore required.
•    Extensive Agile experience.
•    Experience leading an IT portfolio for a Product Development organization. 
•    Demonstrated ability to influence key Information Technology leaders.
•    Experience using multiple delivery methodologies, including waterfall and agile/iterative.
•    Managing conflict and enforcing governance to departmental policies and procedures.

Knowledge:
•    Aha! and Jira experience is preferred
•    Advanced knowledge of Microsoft Office suite required 
•    SharePoint and similar collaboration tools
