Title: Program Manager

Position Overview:
The Program Manager is a servant leader and facilitator for the MIS platform, product, support or site program of agile teams. The major responsibilities include facilitation of cross-functional events and processes, lead agile program operation activities to demonstrate value delivery, drive relentless improvement to ensure the programs achieve their commitments. Under minimal supervision, the Program Manager facilitates end to end delivery of value at the program level by: facilitating consistent processes; managing escalations; identifying and managing risks; providing stakeholder visibility and by providing delivery management across program teams.
- Supervise the creation of feature implementation plans and update program backlog to establish an organizational view of delivery in ADO for features. Partner with Product Owners / Managers, Program Managers and Functional Leads on timing requirements and constraints for connected feature rollout.
- Align global implementation plans for connected features across multiple products and platforms through coordination with cross-functional teams. Escalate and resolve constraints.
- Provide leadership and oversight to all teams to ensure governance processes are properly established and consistently followed, with the right processes, tools, resources and techniques to achieve goals and deliver business value.
- Facilitate the feature function decomposition, led by the Feature Owner, to identify cross-functional dependencies and aligned backlog prioritization for delivery sequencing. Support the feature and product teams in the development and delivery of specifications, safety, security, compliance, technical design reviews, approvals and baseline efforts.
- Lead the program team(s) through master planning and sync reviews to ensure all criteria for activation complete. Rationalize value measurements to ensure delivery of the highest value features.
- Coach cross-functional program teams thru regular meetings, agenda and status reports. Communicate program status, issues and risks to respective program stakeholders. Support the planning and delivery of features including constraint planning to enable delivery as applicable.

Education Requirements
- High School diploma or GED AND nine (9) years of experience in Information Services, Process Technology, Project Management, Professional Business settings,
- OR
- Bachelor’s Degree AND five (5) years of experience in Information Services, Process Technology, Project Management, Professional Business settings
- OR
- Master’s Degree AND three (3) years of experience in Information Services, Process Technology, Project Management, Professional Business setting.
- Experience leading IT Teams of 5+ professionals (direct and/or indirect reports)
- Experience with large scale technology product delivery
- Experience with Agile methodologies (Scrum, Kanban, SAFe, etc.) and tools
- Understanding of Agile/Lean leadership principles
- Ability to organize, prioritize work, meet deadlines, and work independently
- Familiarity with Azure DevOps to perform employee performance management and other related team management functions
- Creative problem solver, with strong analytical skills
- Collaborative aptitude and experience working in a fast paced, ever-evolving environment
- Strong written and verbal communication skills across a variety of audiences, both technical and nontechnical
- Ability to effectively identify and address skills needs and gaps
- Ability to think critically and challenge conventional thinking
- Support development of Scrum Masters and Team Members through advocacy and engagement in the CoP’s.
Preferred Qualifications
- Scrum Master or Product Owner certification preferred
- A minimum of 5 years’ experience as a scrum master/technology project/program manager or equivalent relevant work experience
- Collaborative aptitude and experience working in a fast paced, ever-evolving environment
- Ability to think critically and challenge conventional thinking
