Title: Business Systems Analyst (Web Content Producer)

Location: Temporarily remote while SIP; San Francisco, CA

Summary of Work

Our client seeks the services of one (1) Business Systems Analyst consultant to migrate and build web pages for the company’s web properties. This analyst will have a content design, content strategy, and content production background, and will work directly with subject matter experts to prepare content for the web, in support of The Trial Courts Modernization Project, the statewide Self Represented Litigants (SRL) Digital Services Project, and other public-facing the company’s websites. This is a NEW consultant position request.

These projects will aim to improve the depth and breadth of services targeting California court users with improved digital services. These statewide projects require more staff than we currently have and will rely on the expertise of a content producer with Drupal, user experience, usability, and design experience.

Minimum Job-Specific Skills/Qualifications Required (in order of relative importance): 

  • Proven track record of day-to-day operational support using content management systems, RedDot/OpentText and Drupal 8 preferred.
  • Proven track record of understanding content production, design, and the benefits of its user-needs approach.
  • Proven track record writing and editing content for the web.
  • Proven track record delivering web content on-time, on-budget with a high degree of user satisfaction and quality.
  • Proven track record of analytical capabilities and the ability to breakdown complex ideas into manageable pieces.
  • Proven track record of content creation and publication; Excellent web writing skills, based on user needs.
  • Proven track record of written and verbal communication skills, with both technical and non-technical audiences.
  • Proven track record organizing and coordinating multiple work activities.
  • Proven track record at establishing and maintaining effective working relationships.
  • Excellent understanding of UX, UI Design, and web analysis, with an emphasis on user research
  • Excellent understanding of information architecture, taxonomy, usability, and accessibility.
  • Experience with Web, HTML, Bootstrap, and other coding languages a plus
  • Experienced managing web content requests, preferably through an inbox or other sources.
  • Experienced with publishing workflows, archiving and content maintenance.
  • Experienced working on content analyses and design, developing content project plans, and providing liaison between business units and Web developers.
  • Experienced with enterprise wide content strategy, production initiatives, and implementations.
  • Experienced developing useful, usable content, detailed content analysis reports, and working within digital service content standards. 
  • Experienced working with project schedules, identifying deliverables, milestones, and timelines for assigned projects.
  • Experienced identifying and exploring new or alternate technologies, as assigned. Ability to seek opportunities for innovation by following trends and developments in the areas of web content and user experience.
  • Ability to develop mock-ups, wireframes, with content organization skills to meet business needs and objectives.
  • Ability to assess and evaluate situations and identify creative problem-solving solutions
  • Ability to communicate effectively in English, orally and in writing.
  • Great understanding of web analytics, metadata and SEO.
  • Great inter-personal skills, flexible can-do attitude, and drive for continuous improvement.
  • Proficiency with MS Office applications including Word, Excel, Project, and Visio
  • Familiar with agile project management methodologies.
  • Familiar with research, quantitative and qualitative data skills, with expertise in usability studies, including the facilitation of user testing, interviews, surveys, and other research methodologies.
  • Knowledge of digital government and digital government strategies.
  • Knowledge of web technologies, front-end development, and back-end development
  • Knowledge of web analytics, metadata, and SEO.
  • Ability to identify and evaluate alternative solutions, costs and benefits.
  • Ability to communicate effectively in English, orally and in writing.
  • Ability to work with cross functional teams, in fast-paced, agile, collaborative environment
  • Confidence explaining decisions, analyses and recommendations to stakeholders of varying levels of seniority and digital content knowledge.
  • Great inter-personal skills, flexible can-do attitude, and drive for continuous improvement.
  • Proficiency with MS Office applications including Word, Excel, Project, and Visio.
  • Proficiency with Adobe Creative Suite, including Photoshop, Illustrator, InDesign, Dreamweaver.
  • Proficiency with prototyping tools, Figma preferred.

Additional Skills/Qualifications Desired:             

  • Recent experience within government agencies or public-sector bodies with projects of a similar type.
  • Experience in leading multiple work groups simultaneously
  • Experience with Web, HTML, Bootstrap, and other coding languages
  • Equivalent to possession of a bachelor’s degree, preferably with major course work in design, UX Design, web analysis, and content strategy.

Description of Tasks and Responsibilities

  • Provides day-to-day operational support using RedDot CMS and Drupal 8 to update and maintain numerous JCC-maintained web properties.
  • Uses HTML, CSS, and other coding languages to troubleshoot issues and deliver functioning prototypes and layouts.
  • Monitors a centralized intake inbox and responds to requests.
  • Tracks and records all in-progress and completed projects.
  • Develop mock-ups, wireframes, content organization to meet business needs and objectives.
  • Work with subject matter experts to extract background, context, and detail necessary to ensure accurate content production for digital service prototypes.
  • Provides content analyses and design, develops project plans, and provides liaison between JCC business units and Web developers.
  • Create clear, accessible, and concise content in a fast-paced, collaborative environment. Examples include landing pages, interface writing, navigation labels, notifications, research findings, and launch materials.
  • Create and iterate content for end-to-end services, based on user needs, on department-owned content, in collaboration with subject matter experts. 
  • Incorporate continuous feedback from users, peers, and stakeholders by leading content-focused usability and critique sessions.
  • Work within content production workflows and documentation based on the needs of stakeholders and department staff. Work with clients, team members, and management to understand business requirements and ensure that client expectations are understood and met.
  • Provide guidance and input to clients through each project stage by communicating, building understanding of content design thinking, and emphasizing user needs among team members and stakeholders.
  • Deliver high quality, user-centered content for the web in support of the projects listed in the WORF
  • Identifies and explores new or alternate technologies, as assigned. Seeks opportunities for innovation by following trends and developments in the areas of web content management and user experience.
  • Creates project schedules, identifies deliverables, milestones, and timelines for assigned projects.
  • Manages issues and tickets via JIRA; contributes to weekly Sprint planning.
  • Contributes to Web Services Roadmap planning and project management.
  • Develops reports, dashboards, and charts using Google Analytics. Monitors web traffic, develops and distributes monthly site traffic reports to JCC business units and Appellate Courts.
  • Identifies methodologies for conducting user research and interprets results to develop high-level roadmaps for site improvement.
