Job Description:
The Senior Procurement Business Partner is responsible for supporting the development of the Sourcing Team and maintaining an effective sourcing and contract management lifecycle process consistent with the Bank’s procurement policies. This role will collaborate closely with the business units to develop and implement the strategy for each of their respective sourcing portfolio for the acquisition of goods and services for the Bank. The Senior Sourcing Manager will be responsible for supporting the management key suppliers, as well as developing stakeholder relationships to build cohesive and successful partnerships that enhance customer experience. Provide guidance and set the parameters for the team in developing category plans, supplier due diligence, sourcing requests (RFx), negotiations, contract development, contract execution, supplier relationship management and supplier information management. This role reports to the Managing Director, Corporate Procurement.

Key Interfaces:
This role collaborates closely with all members of the Corporate Procurement team, Legal, the business units, as well as Supplier Relationship Managers.

Major Accountabilities:
  • Supplier Qualification / Risk Management / Performance Management
  • Establish a standardized approach to sourcing based on thorough understanding of best practices as well as the Bank’s capabilities, needs, and objectives.
  • Assist in aligning the procurement function to serve the Bank’s short and long-term strategic objectives.
  • Lead continuous process reviews and introduce updates to boost efficiency and value generation.
  • Negotiate and execute contracts with key suppliers that support business requirements, optimize costs, and align with the Bank’s risk and supplier management practices.
  • Develop, own and execute the sourcing strategy inclusive of supplier selection/ development overall performance management and other key success criteria.
  • Drive supplier performance in terms of operational efficiency, on-time delivery, cost and overall capability to enable the Bank’s success.
  • Manage supplier relationship management program including the identification and measurement of cost drivers, supplier performance, service level agreements, and evaluation systems in accordance with regulations and Bank policies
  • Serve as the escalation point for supply and/or supplier issues in partnership with the business.
  • Business Unit Collaboration / Stakeholder Engagement
  • Partner with the Managing Director, Corporate Procurement in setting the strategy for the team and deliver on the annual goals established.
  • Develop category and stakeholder engagement plans.
  • Manage sourcing projects and RFx processes to meet customer timelines
  • Partner with legal counsel, identifying areas of concern and developing contract language that minimizes risk for the Bank while driving closure of open contractual terms.
  • Actively participate in team initiatives, including supplier rationalization, cost savings initiatives, risk mitigation, assessing supplier financial viability, and marketing of Corporate Procurement and supplier diversity initiatives.
  • Promote the Bank’s commitment to diverse supplier inclusive in the procurement process through active monitoring of diverse supply base for business units’ needs and continuous market research.
  • Build collaborative working relationships with internal and external stakeholders of all levels and provide guidance, securing a position as a trusted advisor.
  • Effectively communicate the impact of sourcing decisions to stakeholders and leadership as appropriate.
  • Data Analytics
  • Conduct detailed market/supplier research, perform complex data analyses, review and comprehend Bank expenditures, communicate findings through meaningful research summaries.
  • Create forward looking cost projections and measure performance to actuals.
  • Consistently evaluate risk factors and develop knowledge of industry trends, market fluctuations, and emerging technologies.
  • Perform cost modeling, RFx strategy development and creation.
  • Perform total cost of ownership evaluations and pricing audits to pursue continuous cost improvements.

  • Planning/ Organizing – uses time efficiently, plans for adequate resources; sets and adheres to goals and objectives.
  • Business and Management principles – understands strategic planning, resource allocation, leadership techniques and budgeting.
  • Technology adept – expertise in understanding basic computer systems and procurement technology including P2P, contract lifecycle management, supplier onboarding and performance management, and ERP systems.
  • Customer Service - knowledge of principles and processes for providing customer service.
  • Strategic Sourcing and Procurement – deep knowledge of procurement and sourcing best practices as they relate to the Bank’s industry, including benchmarking and negotiation skills, demand and forecast planning, contract administration, procurement governance such as policy and procedures, and applicable regulations
  • Analysis - Ability to quickly derive actionable insights from analysis and effectively communicate them and quantify financial benefits for identified opportunities and strategic initiatives.
  • Leadership - ability to work across organizational boundaries with all levels of management and employees and communicate effectively verbally and in writing
  • Oral Communication - speaks clearly and persuasively in positive or negative situations; demonstrates presentation skills.
  • Change Management – communicates change effectively; builds commitment and overcomes resistance.

Other Qualifications
  • Bachelor’s degree in Business Administration required. Graduate degree in business related field is preferred. Certified Purchasing Manager (CPM) or Certified Professional in Supply Management (CPSM) certification or Juris Doctorate (JD) is a plus.
  • 10+ years of experience with focus on purchasing management, strategic sourcing, supplier relationship management, and contract negotiation.
  • Experience working within the financial industry is a strong preference.
  • Demonstrated experience leading cross-functional, diverse procurement teams.
  • Advanced level MS Word, Excel and Powerpoint skills required.
