This international industry leader has an immediate full-time opening in San Antonio, TX for a Project Engineering Manager.  In addition to a generous salary, relocation assistance is available.  Requires 5+ years of project engineering management or lead systems engineering experience.  The Project Engineering Manager (PEM) is responsible for the Technical Management of the Program along with the oversight of performing requirements analysis and management, technical planning, systems level design, systems integration, verification and validation, cost and risk management, and supportability and effectiveness analyses for total systems. The PEM also performs functional and timeline analysis, detail trade studies, and requirements interface definition studies to translate customer requirements into systems specifications. Requirement analyses are performed at all levels of total system product to include: concept, design, fabrication, test, certification, installation, operation, maintenance, and disposal. The PEM is responsible for ensuring the logistical and systematic conversion of customer or product requirements into total system solutions that acknowledge technical, schedule and cost constraints.

The PEM is responsible for the planning and technical execution of the engineering content of an assigned project. The PEM plans, schedules, and manages the Engineering content on projects for new product development along with sustaining and upgrade projects for existing products. New product development includes projects that are solely designed in-house as well as those that are co-developed using other related companies or external suppliers and contractors. The PEM is the liaison between the Program Management Office (PMO) and the engineering team assigned to the project. The PEM is responsible for performing the technical management activity in accordance with standard Engineering practices and policies.

RESPONSIBILITIES:
  • Develop and maintain Engineering project plans on assigned Programs in new product development or sustainment of existing projects.
  • Perform requirements management using tools such as DOORS.
  • Establish timelines, budgets/estimates and secure support/buy-in from functional and senior management.
  • Conceptualize, analyze, design, and oversee semi-complex systems level architecture design.
  • Lead teams and facilitate the communication and interaction amongst the functional representatives; develop cross functional teams to assure proper engineering discipline representation on a task.
  • Perform requirements analysis and allocations.
  • Identify roadblocks and bottlenecks to project execution and determine a course of action to eliminate or avoid them; develop and implement recovery plans for off schedule and unanticipated events.
  • Communicate with the Engineering resources to ensure that specific tasks assigned to them are progressing at the required completion rate.
  • Escalate engineering issues to the appropriate level of management for which the engineering team cannot reach consensus.
  • Maintain action item lists.
  • Conduct project reviews as required; present detailed plan status to senior management as required.
  • Representing project execution issues in stakeholder or customer discussions.
  • Create procedures for carrying out various systems engineering tasks.
  • Perform systems integration tasks.
  • Assist with verification and validation tasks.
  • Follow internal systems engineering procedures for carrying out various SE responsibilities.
  • Other related duties assigned by supervisor.
REQUIREMENTS:
  • Bachelor’s Degree in engineering or equivalent technical discipline with a minimum of 5 years of related Project Engineering Management and Systems Engineering experience to be proficient in the above areas or an equivalent combination of education and experience.
  • Requires a working knowledge of engineering processes related to Systems Engineering, Electrical Engineering or Mechanical Engineering.
  • Leadership/Management experience at the Program level.
  • Engineering experience within the aircraft systems industry.
    Solid understanding of FAA and Military aircraft standards.
  • Proficient with MS Office including Microsoft Project and associated applications is needed.
  • Systems level block diagram capture tools such as Visio.
  • Other related systems engineering tools.
  • Strong verbal and written communication skills.
  • Must have demonstrated ability to negotiate with individuals, functions, senior management and suppliers.
  • Need to be skilled to motivate and facilitate individuals and teams.
  • Need to be a strong problem solver, able to differentiate the importance from the urgent and prioritize activities. 
PREFERRED REQUIREMENTS :
  • Project Management Professional (PMP) exposure or certification a plus
  • Requirements Management Tools (DOORs or other similar relational data bases)
