Terrific 6+ month contract opening (with strong potential to convert to perm) in Jersey City, NJ for a Data Goverance expert. Will provide oversight for the use, management, and integrity of the data across its lifecycle with a focus on improving siloed approaches do data, supporting the overarching Enterprise’s mission and goals, providing value, minimizing risk and complying with applicable regulations, accreditation, and legal standards. Will have decision-making and policy-making authority for matters related to governance and oversight of data and its ability to maintain the integrity, reliability, timeliness and accuracy necessary to support business and IT data management processes. Will support the overarching Enterprise’s vision and help maintain a robust data governance framework including policies, standards, processes and technology required to manage and ensure the availability, accessibility, quality, consistency, auditability and security of data consumed and produced, as well as to address data issues raised by Business Process Areas, Technology or support functions and recommend solutions, strategies and alternatives regarding data.

The Data Steward will work closely with business process owners, accountability points in business and operations and data custodians in IT to ensure that corporate data governance processes are followed for their respective subject-areas and domains.  Will ensure the enterprise adheres to global and local regulatory requirements regarding data privacy, cross-border and security (e.g. BCBS, CCAR, GDPR, CCPA). 
    
Qualifications:
•    Bachelor’s degree (in science, computers, information technology or engineering).
•    6+ years of experience in data governance, quality and controls, preferably in the financial services industry
•    Experience leading a data governance program with specialist knowledge of data governance principles and practices.
•    Expert understanding of information management practices including information lifecycle management, data modelling, master data management and carrying out business audits and requirements gathering.
•    Experience acting as a point of accountability for data content and quality that is consumed, processed and distributed. 
•    Experience operating within change management processes for data models and data sourcing/distribution channels. 
•    Experience with custom built and/or vendor products that support the governance process e.g. data dictionaries, logical and physical lineage tracing to establish provenance, governance workflow.
•    Deep level of understanding of the business requirements that drive data quality, translating those requirements into quality rules and decomposing those rules to properly place their execution in the data flow.
•    Understanding of data security and compliance concerns, policies and patterns in highly regulated industries e.g., financial and health.
•    Ability to work with system users to elicit and formally define their requirements.
•    An understanding of relevant statutory frameworks applying to data governance such as the CCPA, GDPR, CCAR, BCBS, Data Protection Act.
•    Excellent program and project management skills: both waterfall and Agile/Scrum.
•    Experience with requirements gathering for data warehouse or similar data systems.
•    Data analysis skills with the capability of identifying data quality issues and correlating those issues with data specifications and quality rules.
•    Excellent communication and interpersonal skills – able to liaise with staff at all levels.
•    Strong analytical and problem-solving skills.
•    Excellent writing skills, with the ability to create clear requirements, specifications, and documentation.
•    Strong ability to communicate embed information, business process and system wide changes to a technical and nontechnical audience.

Preferred Skills
•    Understanding of the principles of IT security and data protection
•    Experience using agile project management tools such as Jira
•    Experience working within the information/records management discipline
•    Experience in the financial services industry with a focus on Private Banking/Wealth Management
