Business Solutions Manager
Location:  St. Paul, Minnesota/Remote

Type:  Full-time/Permanent Position

Position Summary

In this role, you will develop and lead the technology strategy, ensuring alignment with strategic direction. Responsible for timely and effective delivery of critical technology programs, initiatives and business solutions, and direction of, and cooperation with, a third-party vendor’s technology systems and initiatives. This position will be a member of the  administrative team and is expected to understand key business drivers and build effective relationships with peers and their teams, both within our client and with key staff of the third-party vendor.

Essential Job Duties
• Works with staff, the third-party vendor and Chief Information Officer to define requirements for software enhancements and ensure they are implemented correctly. Recommends changes in process to management and ensures approved changes are implemented.
• Leads effective Information Technology (IT) decision-making process whereby all key stakeholders are involved and all relevant ideas are brought forward for discussion. Drives the prioritization process by aligning business goals with IT resources and identifying the initiatives that are of the highest value to the business and gain buy-in for those initiatives from stakeholders. Once determined, hold all parties accountable to uphold the decisions and keep the plan on track.
• Develops and recommends new related technology initiatives, and provides status reports, to the  Board,  management team, and Directors as may be needed.
• Leads or participates in joint technology initiatives partners as directed.
• May advise and provide input on technology initiatives.
• Studies business functions; gathers information; evaluates output requirements and formats to determine objectives for technology projects and processes.
• Acts as a liaison between the third-party vendor and Technology Services to ensure ’s interests are met.
• Identifies opportunities for improving business processes and communicates these to stakeholders.
• Ensures new processes do not adversely impact other areas or processes.
• Works with  data analysts and outside vendors to identify, manage, and harvest data used to inform  decision-making.
• Participates in and acts as project manager on other IT-related projects.

• Follows industry standards/best practices for performance criteria.
• Ensures ’s needs are addressed by third party vendor.
• Tracks changes of project scope(s) and ensures management is aware of impact of those changes.
• Demonstrates excellent communication skills with staff,  Board, and third party vendor leadership and acts as the translator for key technology initiatives.
• Gains credibility with  managers and other relevant stakeholders and leaders by listening, creating relationships, and developing IT plans that align with business goals.
• Offers solutions to enhance member service and knows when to be decisive on IT matters after fully considering input from all relevant parties.
• Fosters an open and trusting environment that encourages innovation and diversity of thoughts and ideas.
• Meets or exceeds League Empowerment And Performance Program (LEAPP) results and timelines and other department performance measures.

Core Qualifications
• Bachelor’s degree in business-related field or equivalent combination of training and experience.
• Seven years of related experience which includes most or all of the following: project management, large software implementation, mid-level management, consulting to top managers/leaders/decision makers, negotiating contracts, change management, strategic planning, and leading multi-disciplinary teams – ideally within public sector or insurance industry.
• Excellent verbal and written communications skills.
• Knowledge of modern technology principles, terminology, and operating systems.
• Significant knowledge of software implementations, project management methodologies around effective solution development, security practices and quality assurance.
• Proven success in delivering large-scale step-change, multi-year initiatives on time and within budget.
• Experience working in a matrices environment and effectively partnering with multiple stakeholders.
• Ability to accommodate occasional daytime travel with infrequent overnight stays.
Desirable Qualifications
• Previous experience in supporting technology environments that utilize complex business systems or stringent information security protocols.
• Familiarity of insurance principles and terminology.
• Knowledge of IT-related frameworks (COBIT, ITIL, TOGAF).
• Business Analyst or Project Management Certification (CBAP, CCBA, PMP, etc.).
• Detailed knowledge of latest Information Security guidelines and best practices and experience in implementing policies and procedures.
• Knowledge of compliance requirements for HIPAA, GDPR, PCI, and relevant data privacy laws.
Extent of Supervision or Guidance Provided/Supervision of Others
Works independently with general guidance and direction from the  Administrator. No formal supervision of others.
